Announcement on the Existing Statutory Charging Items and Scale implemented by Jiangsu Maritime Safety Administration, P.R.China
For the purpose of maintaining the image of ports in Jiangsu and protecting the legitimate rights and interests of ships and seafarers, the existing statutory charging items and scale implemented by Jiangsu Maritime Safety Administration, abbreviated as MSA, are hereby listed and the following announcement is made on related matters:
1. The charging implemented by Jiangsu MSA and its branches or agencies over ships and seafarers is in strict compliance with the provisions of China’s laws and regulations. The existing charging items include seafarer examination fees, harbor construction fees and the fund for ship oil pollution damage compensation as well as the authorized collection of vehicle tax. The specific items and charging scale are listed in the attachment.
2. No organization or individual may use the words “maritime safety administration” or the abbreviation “MSA” together with charges other than those statutory charging items implemented by MSA. Nor may they use such expressions as “with the approval or authorization of MSA” without permission. It is forbidden to levy such fees as maritime consultation fees, maritime maintenance fees, maritime garbage disposal fees and PSC transportation fees in the name of MSA.
3. Shipping companies, ships calling at Jiangsu ports, seafarers and cargo owners shall consciously resist illegal charges and protect their own rights and interests. In case of encountering illegal charging in the name of MSA, please contact us promptly.
